Brighton & Hove City Council is to return to the old style committee system of decision making rather than the Leader & Cabinet model it adopted in April 2009.
Under the Leader & Cabinet model 9 out of 10 decisions are taken by a small band of councillors with key positions around the cabinet table; a position forced upon them by the last Labour government. But the new Localism Bill, which is currently making its way through parliament, allows for a return to the Committee System.
Communities Secretary Eric Pickles said: “I don’t care how things are organised. They can have it on the basis of a committee system, on a cabinet basis, on the mayoral system. If they want to introduce a choral system, with various members of the council singing sea shanties, I don’t mind, providing it’s accountable, transparent and open. That’s all I need to know.”
The changes in Brighton & Hove will take some time to organise and cannot take place until the Localism Bill is enacted.
