The appeal starts this week looking into the planning application to redevelop the derelict Gala bingo hall in Portland Road, which was rejected by the City Council in 2008.
Downland Housing Association proposed a new "super-surgery" that could accommodate up to 1,500 patients together with 38 flats. The surgery proposals attracted significant opposition from local residents due to fears of increased traffic (see earlier stories)
Residents have asked for the bingo hall and its adjacent car park to be turned into a community garden and a new playing field for the nearby school West Hove Infant & Junior School.
An official from the Planning Inspectorate will run the two-day hearing at Hove Town Hall, in Norton Road.
