The ballot to establish a BID in Dunfermline has been successful. The results showed 72.9% in favour by number of businesses and 61.6% in favour by rateable value, with a turnout of 47%.
The Dunfermline BID covers the city centre which includes a combination of businesses, the majority being retail, leisure, office, and health. The proposal was focused on four themes: Improving the Retail Mix; Marketing and Promotion; Improving Access; and Facilitation.
The result indicates a BID driven by smaller businesses and independents. This supports the theory that independents are coping better with recession than the big multiples. The reason for this could be their ability to duck and dive and be much more flexible in every area of operation. There is also the consideration that many of the big multiples are suffering because they are carrying dead weight that brings the whole chain down and blanket rules (ie vote no to BIDs) are applied throughout.
The next ballot in the pipeline will be an interesting one to watch. Kingston was one of the early pilots and delivers a big budget for improvements. It has been seen to be successful but the proof will be in the result of the reballot on 23 July.
