Planning permission was given yesterday for Westergate House on Westergate Road to be demolished and ten industrial units built on the site.
The light industrial units could provide jobs for up to 90 people and 30 businesses.
The scheme was first approved last February, but changes to the layout meant it had to come before the council's planning committee again before work could begin.
The new business centre will be at the forefront of eco-friendly technology, with growing walls, solar water heating and heat reclamation facilities.
Cllr Bob Carden said, "This is an excellent scheme which only came back to the planning committee after commercial letting advice suggested the units were made smaller. Now these changes have been approved and we will be delighted to see this excellent regeneration scheme go ahead."
