Regulation of Charity Blaggers under Review

The subject of charity blaggers who stop shoppers in the street in an attempt to get them to sign up to standing orders in favour of a variety of charities are now the most common complaint to the Business Forum offices. The sheer volume of activists on the street and their "ambush tactics" have incensed both shoppers and retailers (see <b>Knowledgebase for story Charity Blagger Attract Criticism 21st March 2003). But legislation is likely to regulate their activity in the near future.

Government Minister Lord Filkin of the Home Office is responsible for the Charities Reform Bill which, it is hoped will be programmed for the 2003/04 parliamentary year (starting November 2003). Part of this bill is concerned with the regulation of charity blaggers.<P>However, there is always a possibility that parliamentary business could prevent it from being included in the Queen's Speech and it is important that any Brighton & Hove business that feels it is a priority should write to Lord Filkin at Home Office. 50 Queen Anne's Gate.
