Aims to reduce unemployment and improve and develop the skills of employed people.

On average £638m of ESF will be spent in Britain each year between 2000 and 2006. Policy field covers 'Adaptability and Entrepreneurship' and is broken down into three measures: Update/upgrade employees' vocational skills, including basic and key skills Identify and meet emerging skills shortage, including higher-level shortages Encourage entrepreneurship of individuals and competitiveness of businesses, particularly SMEs
